Having worked on Feature Films from California to Yugoslavia I have found that there are two basic rules about selecting a Location
Rule # 1- If you want a new look, you Must Use a NEW Location!
Rule # 2- You can't change Rule # 1
Why use a creative custom location rather than a location some company has in their database that has been used a dozen times on other projects?
So your show doesn't look like it was shot on every other location you see on TV.
Take a tip from the Film Company that set the standards in the industry for Film Making.
Just like the high standards that Disney sets for it's films, Jerry Bruckheimer, Director of the Pirates of the Caribbean series, searched all over before he landed on a fresh new almost virgin location where he would do much of the filming on Pirates. He has been quoted as saying that he wanted a location that wasn't used on every other action adventure film of this type.
California the Ultimate US Location
Why California is still hard to beat.
Aside from the diverse cities, when you think California, you think Hollywood, It is resource rich and hosts a multitude of film location opportunities from oceans, snow, forests, mountainous regions, deserts and almost every other conceivable terrain.
Cost: Yes, while it may cost more to secure good locations in California, if you weigh that cost against a more exotic location requiring extensive Travel and accomodations, you may find it actually cheaper overall.
Weather and Climate:
One of the primary reasons for the attractiveness of of California is it is 'user friendly' climate wise, for shooting any time of the year. Clean air, moderate and high altitude terrain, low humidity and a sunshine of approximately 300 days a year. Having worked in the Film and Broadcast TV industry for over 27 years I have worked and traveled all over California and I still discover unique and mysterious locations I have not seen in any films before.
